Dear President Leahy, Provost Quigley, Dean Rougeau, and Interim-Dean Ring:
We, the undersigned, are writing to address the pressing issues of racial justice and police reform in the Boston College community and beyond. Our society and its leading institutions of learning have waited far too long to adequately grapple with the racial inequities and militarized policing that exists in the United States. We have reached a crucial turning point in our history—a point of no return to “normal.” We believe that this historical occasion calls on our University to rise to the cause of equality with justice in ways few others might. We can no longer silence uncomfortable critiques of the status quo, we cannot afford to give in to the harmful tradition of incrementalism in redeeming our society, and importantly, we must act now to manifest real and substantive policy change in the world.
Moreover, the experiences of students of color at Boston College further highlight the pressing need to enact immediate policy change. The Black at Boston College Project has given a platform to numerous Black students at the University who have experienced racism on campus. One student recalled their terrifying experience as a Black RA. The officers wanted to search the rooms of two Black residents as someone reported “female sounds of distress” coming from their room. The officers threatened to arrest the RA so the RA would cooperate and unlock the door. Ultimately, the resident director decided to open the door. Immediately upon unlocking the door, all three officers drew their guns with their fingers on the trigger and rushed into the room. Luckily, the two Black residents were not present in their room at the time. The sounds of female distress came from the TV show that played while the two residents were gone. Thankfully, nobody suffered injuries or death in this situation, but the RA recounted, “I can’t imagine how three armed and impatient police officers would [have reacted] if they encountered tall black men like my residents.”
Another Black student recounted the culture of racism and discrimination that exists on campus. He described the four years of Boston College Police constantly harassing him. One officer told him he “didn’t look like [he] belonged on campus” and referred to him only by last name. His contentious relationship with this officer intensified over time and the officer eventually charged him with “disorderly conduct.” After the arrest, the officer looked at the student in the back of his squad car and said, “I finally got you, boy.” At this moment, the student realized that everything he had worked so hard for could be stripped away by an officer who despised the color of his skin.
While these examples are terrifying instances of racism on Boston College’s campus, these situations are common experiences for people of color when it comes to interactions with police. There is an inherent, deeply-rooted level of distrust between communities of color and law enforcement. This inherent distrust results from a history of racial disparities that holds true for Boston College students of color. Although some would like to believe that part of our history remains in the past, it is still very much our modern-day reality.
Considering this reality, we, the undersigned, urge Boston College to disarm our University Police.
If not Boston College, if not now, then who and when?
Under Massachusetts law, university police are not required to carry firearms. According to G.L. c. 22c § 63, an officer of a university must request the state police colonel to appoint employees of said university as special state police officers. Once the state colonel makes such an appointment, these special state police officers have the potentially deadly power to carry a firearm on campus.
Our University commits itself to “seek solutions…that directly address the world’s most urgent problems.” As a Jesuit institution, Boston College has a moral obligation to implement new and impactful solutions to our world’s most pressing injustices. And we believe it is our University’s calling to lead the way. By disarming the Boston College Police, the University would show its commitment to structural change. In addition, this policy change would propel Boston College into the forefront of innovation and tangible solutions to achieve racial justice and a kinder society. We as a community have a powerful potential to serve as an example to other schools, municipalities, and states as they struggle to solve these recurring issues.
For some, it may seem difficult to fathom a police force without guns. However, even in a large country like the United Kingdom, more than 90% of its officers are unarmed. By spending less on arming its officers, UK police are able to invest those public funds into more rigorous and frequent training for officers. Furthermore, an unarmed police force actually fosters community security by decreasing the fear that certain interactions with police will result in gunshots or death. Notably, many UK officers do not want to be routinely armed on duty. Former UK Met Deputy Assistant Commissioner explained this general desire of police to remain unarmed: “In terms of the police being approachable, in terms of the public being the eyes and ears of the police, officers don’t want to lose that [if every officer starts carrying firearms].”
Thus, if we want to create an environment at Boston College where students feel safe, disarming its police is the logical first step. Moreover, to create an environment of safety on campus, University police should not mirror the militarized law enforcement culture of municipal police departments. The culture of a university campus, especially Boston College, is entirely different from that of a city or town. The Boston College administration and police should thus work to serve students’ direct interests.
Not only would disarming the university police foster campus safety, it would also prove to students of color that real structural change is possible. Therefore, we, the undersigned, respectfully request a meeting with you and any other relevant campus leadership. We recognize this is an issue traditionally seen as complicated in our country, uncomplicated as it may be in other countries, and we want to discuss the nuances of this policy change through rigorous, reflective, and constructive dialogue.
